携帯電話はデバイスアクション(Device Action)クエリに応じてユーザーが求めていることを実行する必要があります。もしブロックがアプリを開くためのデバイスアクション(Device Action)クエリである場合にはユーザーは自分の携帯電話にアプリをインストールしているものと仮定してください。クエリがアプリをダウンロードするためのクエリである場合にはユーザーは自分の携帯電話にアプリをインストールしていないと仮定してください。

If the block is a Device Action query to open an app, please assume that the user has the app installed on their phone. If the query is to download the app, please assume that the user does not have the app installed on their phone.
